cwl-runner should use arv:WorkflowRunnerResources.acrContainerImage

Description
When a-c-r uploads a workflow it sets acrContainerImage on WorkflowRunnerResources and this ensures that the workflow is always run with the same runner version when launched from Workbench 2.
When launching at the command line, for consistent behavior, it should respect acrContainerImage.
Related: an a-c-r option that updates just the workflow runner version on a registered workflow.
