Add a note to the resources panel that RAM limit is requested RAM, not instance type RAM

Description
A source of confusion is that people think they have all the RAM available on the node, rather than just the RAM they requested. Add a note to the Resources panel that explicitly says that the amount of memory available to the process is the Requested amount, which is always less than the full amount for the instance type.
