extensions for options currently only available on command line

Description
Several options are only available through the command line and not when launching a workflow from Workbench. All of these options should be available in hints so they can be used to modify the behavior of workflows run from Workbench:
- eval-timeout
- varying-url-params
- prefer-cached-downloads
