AFAIK the only common config problems are a) all stats missing (see #17244) and b) memory stats missing (see cgroup_enable=memory swapaccount=1 at https://doc.arvados.org/main/install/install-docker.html) ... but I figured we might as well check for cpu, mem, net, and storage stats. If nothing else this should make it easy to see the difference between "one stat missing" and "all stats missing".
