Create empty folder and move within collection operations

Description

Looking at the new wb2 file operations, I noticed that we are missing a "create empty folder" operation.

Related, it's not completely obvious that in order to move a file within the current collection, I should use "move to an existing collection" (which starts by selecting the current collection automatically), I'm wondering if we could adjust the wording somehow.
