Description
Launching a workflow should work like Workbench 1. After selecting the workflow to run, it creates a container request in "uncommitted" state and then allows the user to edit the inputs and workflow settings (such as enable/disable reuse).
#19636 is the ticket to implement editing inputs
This ticket is to change the launch process to create the draft container request instead of the current flow of asking the user to fill out the inputs first and creating the container request afterwards.
A follow-on to this ticket will be to redesign how you actually select a workflow to launch.
