Create test-provision-rocky8

Description

  • Update tools/salt-install with rocky8 support (ideally with support for all RHEL8-based distributions in mind)
  • Create a Jenkins job test-provision-rocky8 that follows the pattern of the other test-provision jobs on rocky8
  • Once this has been done and merged, add test-provision-rocky8 to the test-provision multijob
