Export additional config fields to workbench

Description
Fields needed:
- MaxInstances
- SupervisorFraction
- and if possible to expose, discountConfiguredRAMPercent
- Blocks Task #21256: Add MaxWorkflows to InstanceTypes WB panel added
- Related to Bug #20801: Crunch discountConfiguredRAMPercent math seems surprising, undesirable added

This is a code constant so it probably wouldn't be exported as such, but it's lower-risk to just define the same value in Workbench 2. That said, see also #20801.
