The current main branch of arvados has this bug which I introduced in the instance panel branch, so here's a small branch to fix that unless this was already fixed somewhere that isn't merged into main already.

- Changed the data explorer title to only be flex-grow:0 if progress bar is present - allows the default flex-grow:1 to expand the title box on pages without progress bar
