Because we are dropping support for Python 3.7 ( #21087 ), we no longer support or build packages for Debian 10. This means we need to update our test-provision job, which is also built on Debian 10.

In principle it should be possible to update to Debian 12, and that would be ideal for recency reasons. If that requires too many provisioning changes to be practical, it would be acceptable to update the job to Debian 11 for now, but we should have a ticket and a plan to update to Debian 12 soon-ish.
