openSupport Rocky/RHEL 9

Description
It's already out, why not get ahead of this?
If there's an appstream available for a more recent Python, consider using it. We already are for rocky8. Generally the Python that ships with RHEL will fall out of support before the distro does, so using a more recent Python can prevent us having to switch dependencies in the future.
If we do that, consider setting the Python package prefix to match the version of Python we're using.
- Add a build target, see
build/README
- Add a package repository on our public server
- Add a Jenkins job and add it to
package-build-multijob
- Update our docs to advertise packages are available
- Salt installer? Provision script?
