Progress Bar not spinning when waiting for global search results

Description
Related to this issue https://dev.arvados.org/issues/21370 we noticed that the red loading progress bar does not spin while waiting for the search results. This led to the assumption of a user that the search didn't return results while it was still waiting for the API to come back.
This requires some fine tuning I assume.
