"Send Request for Shell Access" button should not appear if user has access to (all?) shell nodes

Description

A user who had shell access got confused because they opened the Shell Access page, saw the prominent "Send Request for Shell Access" button near the top, and so thought they had no access. They didn't see the more diminuitive "Log in as [user]" button further down.

Things that would help:

  • Don't display the request button if the user already has shell access.
  • Make the "Log in" buttons primary so they're more visible.
