Workflow feature that merges output into existing collection

Description
When a workflow ends, instead of producing a new collection, the final output is merged into an existing collection, instead of producing a new collection.
This could be done as a container request feature, or by arvados-cwl-runner (in which case it would still produce its own output collection, but would update the target collection in the make_output_collection method or similar.)
