Description
As part of #21494, developer-run-tests got reorganized to run everything (except Java and R tests) in three subjobs, to streamline definitions and let more jobs run parallel.
run-tests runs automatically on pushes to main and mirrors the old structure. It could be updated to mirror the current structure of developer-run-tests. (I think it could maybe use the same subjobs? Just the parent job runs on different conditions. If not, duplication is fine too I guess.)
