Subprocess list toolbar not sorted/grouped

Description
I think these use the same control, but the toolbar isn't being sorted/grouped the way it should be:
Since the MUI upgrade it is also clipped off at the bottom (similar to #22155 just happening on this particular toolbar).
Other views with toolbars that need to be sorted/grouped:
- views/groups-panel/groups-panel.tsx
- views/workflow-panel/workflow-processes-panel-root.tsx
