Description
source:sdk/python/arvados/commands/run.py was originally written for a tool called arv-run for the Crunch v1 API. Support for the tool was removed a while ago: it is not installed by setup.py and trying to run the module's main function raises an exception.
The module still includes some functions that are used by arvados-cwl-runner. Move these somewhere more appropriate, either directly inside sdk/cwl or under arvados._internal.
