- toolbar is clipped
- toolbar is not grouped/sorted
- has an action column, but that's unnecessary because there's a toolbar
- left click on the row does not select it (however, right click behaves correctly)

Notes:
- The toolbar issues were fixed in #22155
- The only concern left is that if the toolbar is present and the viewport width is small enough, the label overflows to the second line and there is some awkward pop-in. I think the issue is rare enough and minor enough to ignore, but I'm willing to revisit it if necessary.
