Remove checkboxes and Toolbar from Group Details panel

Description
When viewing group details, it is possible to select individual users, but there is no context or toolbar associated with users. This also triggers the toolbar to appear, but because there are no menu items so the space reserved for the toolbar just pops in.
Unless we intend to have menu items for individual users in the future, we should just remove anything associated with the toolbar.
