In a dev environment, when loading the admin panel, it errors out (causing unhandled exception overlay) due to a 404 when trying to load remote hosts. The only host that gets loaded is the "home" cluster. In order to keep working on #22159 I've added a catch block in virtual-machines-actions.ts that displays an error toast and logs the error to the console.

The error also occurs in prod, but the overlay does not appear.
