Description

When a cloud API/SDK call like listing instances takes a long time (whether due to a usage bug like #22400, cloud/network problems, or anything else), a-d-c should log something like "still waiting for X after 1 minute" to provide a clue for the sysadmin about why it is not behaving normally.
