Ability to configure ActionMailer via config.yml

Description

ActionMailer lets you configure how it sends mail. We should expose this through config.yml. This would make it much easier for ops to configure email than having to configure a relay on localhost:25 where a user might be standardized on one of several different MTAs, they might have existing configuration that needs to be preserved, etc.
