Crunch v2 Design Draft on the wiki.

Currently going to let that collect feedback for a couple of days before deciding next steps.

There's definitely rough consensus to run Jobs in Docker containers, so I can start work on that.

Sadly late, but I just updated the design doc with the decisions made during the planning meeting. There are still some open questions, but I believe there's consensus that we would like to move the design in this direction.
