Idea #2068: Administrator can quickly reset a test user account to the "new, inactive, not invited" state with no repository/VM access, and log in to Workbench as that user, in order to efficiently test new user UI/API behavior and activation scripts.

Description
This method deletes the login_oid_perm, repo_perm and vm_login_perm links. Also, deletes any signatures by the user. And sets the is_active to false.
Add unsetup to routes, controller, and model.
