no error message when upload of user file fails due to backing storage issue

Description
When I try to upload (using the "longupload" method) a PDF health record and the record cannot be saved to the webserver's data directory because of permission issues, there is no error message (I see: "upload successful" flash message) and the upload is recorded in the database (I see the file listed in the "Uploaded Data" view). When I try to view/download the file I get a flash error saying that the file is temporarily unavailable.

false alarm, file was being save but misconfiguration prevented from being retreived.
