Don't reuse Jobs that used different Docker images

Description
Compare the constraint Docker image against the docker_image_locator of the past Job. If they don't match, the Job is not eligible to reuse.
- Status changed from New to In Progress
- Remaining (hours) changed from 6.0 to 1.5
Awaiting review in #3030, along with some more general work to bring consistency to filters between index and create methods with find_or_create: true.
- Status changed from In Progress to Resolved
- % Done changed from 0 to 100
- Remaining (hours) changed from 1.5 to 0.0
