arvados.collection.CollectionWriter.finish() now sends a stripped manifest to Keep, storing a manifest without any variable locator hints.
New test suite test_cmdline.py tests the behavior of arv-put, confirming that arvados.Keep.put stores a manifest in Keep without signatures, and that when apiserver is queried for the same manifest UUID, it sends a manifest with signatures.
