arv-put is trying to create a manifest like
. 0:0:emptyfile
It should be creating one like
. d41d8cd98f00b204e9800998ecf8427e+0 0:0:zerobytefile
In sdk/python/arvados/collection.py
it looks like CollectionWriter does this correctly but then it gets broken somewhere in normalize / normalize_stream / locators_and_ranges.
