Description

The default permission signature TTL in Keep is 300 seconds (five minutes).
The default signature TTL in the API server is 1209600 seconds (two weeks).

For a moderately large upload, the blocks signed by Keep expire before the upload to the API server is complete.

Need to make the defaults consistent between servers and long enough to permit reasonably sized uploads.
