[Workbench] "Choose a project" button should always show up on Collection pages.

Description
The "Choose a project" notification box that enables the user to put a collection into a project currently only shows up in certain cases. However, often the user may want to link to collection into one of their own projects, but the "Choose a project" is not available. The button should always be available.

Observations from testing:
- The "Add to project ..." button when used from within the collections page seems to work all right. However, if I were to go to a project, choose a collection from that project, I see this button. If I were to click on this, a couple different behaviors are observed. One is a copy of this copy is being made, but is removed when copy 1 was removed. The other, and most concerning observation, was the collection was moved out of project 1 into project 2. It seems, it is desirable that we do not show this button when we are viewing a collection (link) from within a project.

On further inspection, we've determined that the approach taken by the 3452-put-collection-in-project is totally broken. It might make more sense to fix this as part of #3036
