Bug #3627: [Workbench] Projects that are writable, but have root owner != current_user, cannot be selected as a destination in "Move selected items..." chooser.
[Workbench] "Home" project should have hover highlight like other projects
Description
Previously when Workbench rendered a project tree menu, the root project was not selectable, and so it didn't get a highlight on hover. Now the root project is the Home project, which is selectable, so it should get the hover effect too.
