Feature #3145: [Keep] keepstore supports read-only flag for each volume, for cases like full, draining, mounted read-only
Agressively close PUT connections when there are no writable volumes.
Description
Otherwise, the clients waste bandwidth and time uploading blocks which can not be saved (and only find out after the upload is complete).
