[Workbench] Don't show empty projects/collections when using the chooser dialog to select pipelines, files, etc.

Description

In the chooser dialog, it is unhelpful to show the user projects with no relevant contents, such as projects with no pipeline templates (when selecting a pipeline to run) or collections with no files (when selecting a file).
