Can you please explain what problem this causes that you're trying to solve? It's not clear to Tom or me why this should be prohibited.
Discussed this with Ward. The general gist of his argument was that Docker itself doesn't let you have more than one image with a name+tag combination at a time, so we shouldn't support it either, for more UX parity.
On reflection, I'm not sure we can support that, given Arvados' multiuser permission model. Imagine Alice has a foo/bar Docker image uploaded, then later, Bob grants her read access to a shared project with a different Docker image named foo/bar. What would happen in the world of unique name+tag constraints? Bear in mind that Carol might still have read permission to Alice's Docker image, but not Bob's.
