[Workbench] Dax shortcut form for "add ssh key" is broken -- should just link to Manage Account page instead.
Description
In the dropdown from the workbench main page, when initially loggin gin, Dax informs me:
"Hi, I noticed that you have not yet set up an SSH public key for use with Arvados. Click here to learn about SSH keys in Arvados. When you have an SSH key you would like to use, paste the SSH public key in the text box. "
When trying to add my public ssh key to the box, the check box is still not highlighted, which I take to mean it's disabled. Clicking on the checkmark box the dropdown closes but the ssh key is not added.
There are other methods of adding my ssh key that work just fine (via the 'manage accounts' section, for example). This is specifically for adding your public key under the dropdown from the dashboard page.

I suggest tweaking the link text in the dropdown a bit. Instead of "Click here to learn about SSH keys in Arvados" (we have similar text in several places which link to the documentation, but this links to the management page which is inconsistent) it should say something like "Click here to set up an SSH public key for use with Arvados"
