Lightning

Investigate the steps involved from going from 'raw' data to a running Lightning instance.

A possible pipeline is:

- Ingest FASTQ and convert to gVCF/GFF
  - Convert to Lightning format/tiles
  - Construst the tile library
  - Construct the CGF files
  - Create running Lightning endpoint server

The end goal is to have a cohesive idea on what's involved at each step and to come up with a plan on how to implement.
