closedAutomatically update GET-Evidence report pipeline with latest 'getev-latest.json.gz'
Description
Right now 'getev-latest.json.gz' is hard-coded in a configuration file that the GET-Evidence report generation pipeline uses. The new 'getev-latest.json.gz' needs to be uploaded to the Arvados instance and the pipeline needs to updated to use the new config file.

Deployed. Ran into some problems with permissions in the '/home/trait/.config/arvados' directory being owned by user and group 'www-data' but the nightly cron job to run the make file that updates the config files in that director are run as 'get-evidence'.
Added user 'get-evidence' to group 'www-data'. Changed '/home/trait/.config' and all of it's subdirectories and files to be writeable by the 'www-data' group.
Confirmed that running the make file as 'get-evidence' successfully updates the '/home/trait/.config/arvados/config.json'.
