The get-evidence user has a cronjob that runs 'make latest_locator' in the '/home/get-evidence' directory.

'/home/get-evidence/Makefile', under the 'latest_locator' section is where the newest 'getev-latest.json.gz' gets constructed. It's still using the old 'whput' so it's not getting uploaded to Arvados.

- change 'whput' to 'arv-get'
- update the '/home/train/.config/arvados/config.json' with the latest locator
