[Workbench] If anonymous config is enabled, logged-out workbench homepage should list publicly accessible projects, collections, etc. and de-emphasize the "welcome, please log in" presentation.

Description

Right now, if you go to curover.se/pathomap and then click on the top navbar "curoverse beta", you get to "welcome to curoverse, please log in" page.

It would be helpful to link to stuff you can view without logging in (public projects),
or show a grey-ed out unclickable image of the current Workbench Dashboard, which includes a list of public projects in place of the "recent collections" box.

Perhaps this page should link to Arvados as well and not just Curoverse.
