[Workbench] PipelineInstancesTest#test_Create_and_run_a_pipeline is not reliable

Description

One run gave me this error:

  2) Error:
PipelineInstancesTest#test_Create_and_run_a_pipeline:
Capybara::ElementNotFound: Unable to find css "tr[data-kind=\"arvados#pipelineInstance\"]" with text "(none)" 
    test/integration/pipeline_instances_test.rb:86:in `block in <class:PipelineInstancesTest>'
    test/test_helper.rb:274:in `run'

It may or may not be worth noting that at the time, I was building a set of Docker images, and /etc/resolv.conf referred to 172.17.42.1 which was down.
