[Workbench] Document "serve_static_assets: true" and/or other methods for serving static asserts in production

Description

By default, in the "production" configuration has serve_static_assets: false. This means in production configuration, workbench will be broken for users until they compile the assets and set up their upstream web server (Apache or Nginx) to serve the static assets. This needs to be documented in the Workbench installation.
