crunch v2 stories

API server changes
- support container, container requests

Crunch v1 shim
- runs in a container
- runs task 0
- translate job and job task to container requests

Replacement crunch dispatch
- find queued containers and try to run them using SLURM
- bootstrapping script that brings up docker container based on container record

Workbench
- understands containers and container requests
- can submit container requests

Node manager
- Understand containers
