[Workbench] Public project listing should exclude subprojects

Description

Some public projects use subprojects for their internal organization. For example, the public Pathomap project on qr1hi groups together Docker images and example output in subprojects.

These subprojects look a little funny when listed on /projects/public. Exclude them from this listing.
