[Workbench] Pipeline template description display is difficult to read when making a pipeline template instance

Description

Pipeline template descriptions are displayed over the "component, script, parameter, value" information. This makes them hard to read.

This bug is related to 6406, since that project will have pipeline templates with descriptions that users will want to run.
