Move arvados-mailchimp-plugin to a public repo

Description

The arvados mailchimp integration takes users who sign up and adds them to a mailchimp email list. This would be useful for playground.

We need to:

  1. check that it still works and/or fix it up
  2. make it a regular API server feature.
  3. enable it on pirca

Since nobody knew this was a thing a year ago I wrote a Python script that reads the user list on Playground and exports it to CSV that Mailchimp can import. It would be less effort to stick with that. As long as we run it, say, before each Arvados release, that would probably keep Mailchimp sufficiently up-to-date for our purposes.
