[Documentation] Improve suggested nginx configuration

In the installation guide for API server and Workbench:
- Add the definition of the
$external_clientconfiguration variable wherever it's needed. - Suggest setting
proxy_read_timeoutin the external-facingserversections. The default is 10, which can be very aggressive for our services.
