Does it make sense to include VMs without ssh keys even when webshell is not enabled in the workbench configuration?

Answer: yes, because on the API server side it doesn't know anything about webshell.
Here's a better comment:
On the workbench side, if webshell is turned off and you don't have any public keys associated with any of the logins, then there should be a warning telling you to upload an ssh key. However if you feel that's out of the scope of the ticket, forget about it.
Disregard previous comment, misunderstood the purpose of this change. LGTM.
