[Workbench] bundler isnt installed

Description
I follow the documentation http://doc.arvados.org/install/install-workbench-app.html and thwe step /usr/local/bin/arvados-workbench-upgrade.sh there is no bundler installed (I'm starting from a fresh wheezy)
the script should install the gem or the documentation should say how to do it.

The first section of the page is "Install prerequisites," and "Ruby 2.1 and bundler" is included in that list. It also links to our page about installing same, with or without Bundler. Is this not visible enough?
