Description
The documentation of how to install shellinabox and libpam_arvados is missing.
We've done all this in puppet for curoverse but it needs to be documented in our manual install guide.

The documentation for the current situation (arvados 2.0) is ready in 1511a9214370c1ea9b8d2875f8bf6661c79a9c48 on branch 6649-document-webshell.
Once #15348 is done, I will followup with a documentation change to use that pam library.
