This can be pencil drawings, static HTML, screenshots, whatever you're most comfortable generating. It has to be enough for a reviewer to give feedback on the design of the UI and approve it before it's written in code.

There should be mockups for the new user menu, the repositories page, the virtual machines page, and any other pages being added.
